Hi, We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the Canada Summer Jobs program and the Green and Inclusive Community Buildings, as well as the upcoming Community Services Recovery Fund.
CALLS FOR PROPOSALS
Green Freight Program and Zero-Emission Vehicle Awareness Initiative’s (ZEVAI)
Both calls for proposals will be open to applicants on December 12, 2022
The government launched two upcoming calls for proposals to help decarbonize the medium- and heavy-duty vehicle sector, which includes delivery vans, buses and certain long-haul freight trucks. The first call will seek project proposals under the nearly $200-million Green Freight Program to help fleets reduce their fuel consumption and GHG emissions. Successful applicants could each receive grants of up to $250,000 toward fleet assessments and retrofits. The second call for proposals will focus on awareness and education projects through the Zero-Emission Vehicle Awareness Initiative’s (ZEVAI) new medium- and heavy-duty stream. This expansion of the Awareness Initiative will support outreach, education and capacity-building projects related to low-emission and zero-emission medium- and heavy-duty vehicles (MHDV). Both calls for proposals will be open to applicants on December 12 on Natural Resources Canada’s website.
Community Services Recovery Fund (CSRF)
Applications will be accepted starting January 6, 2023
The Community Services Recovery Fund is a one-time, $400 million investment to help charities and non-profits adapt and modernize. Funding from the Community Services Recovery Fund will enable charities and non-profits to invest in their own organizational capacity to:

Canada Summer Jobs Program
Deadline: Thursday, January 12, 2023 at 11:59 a.m. Pacific Standard Time
Canada Summer Jobs is a program that provides wage subsidies to employers from not-for-profit organizations, the public sector, and private sector organizations with 50 or fewer full-time employees, to create quality summer work experiences for young people aged 15 to 30 years. Not-for-profit employers can receive funding for up to 100% of the provincial or territorial adult minimum hourly wage and all associated Mandatory Employment Related Costs (MERCs). Public and private sector employers are eligible to receive funding for up to 50% of the provincial or territorial minimum hourly wage. https://www.canada.ca/en/employment-social-development/services/funding/canada-summer-jobs/apply.html.
To support applicants, Service Canada Quebec region will offer 60-minute information sessions. The purpose of these information sessions is to provide general information on the 2023 CSJ program. If you wish to participate, here is what you need to know:

Documentary Heritage Communities Program Deadline: Thursday, January 12, 2023, at 11:59 pm (Pacific Time) The purpose of the Documentary Heritage Communities Program is to provide $ 1.5 million in funding each year to local organizations in support of Canada’s documentary heritage. The term “documentary heritage” refers to records and publications (written or audio-visual) that reflect Canada’s history. The program objectives are to help local organizations increase access to, and awareness of their holdings as well as to increase their capacity to keep and preserve Canada's documentary heritage
Green and Inclusive Community Buildings Program
Deadline : - For projects of more than $3 million : Tuesday, February 28, 2023 at 3pm ET - For projects under $3 million : on an ongoing basis An investment of $1.5 billion over five years through the Green and Inclusive Community Buildings Program will improve the condition and availability of community buildings. This program supports the renovation, repair, and modernization of existing public community buildings, as well as the construction of new public community buildings. Municipalities and NPOs are eligible for this program. To be considered eligible, the building must belong to the applicant and be used by citizens. Second call for proposals for projects of more than $3 million (deadline : Tuesday, February 28, 2023 at 3pm) : Interested stakeholders are invited to attend Infrastructure Canada’s upcoming webinars to learn more about the GICB program. They will also have the opportunity to ask questions to program representatives. The first webinars are scheduled for December 15 and 20, 2022 (English) and December 21, 2022 (French) with additional dates in January 2023. Third round of Rapid housing initiative
Projects expected to be submitted in early 2023
Canada is launching the third round of the Rapid housing initiative. The details of how this program will be implemented in Quebec have yet to be determined, however, the terms and conditions of the third round of the RHI will be similar to the terms and conditions of the second round of the RHI and applications will be channelled through the Société d'habitation du Québec. Please note that the information available on the CMHC website regarding the RHI-3 is not relevant to groups in Quebec. More details will follow.
Canada Small Business Financing Program
Deadline: Applications are reviewed on a continual basis
Changes have been made to the Canada Small Business Financing Program that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.
Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:
Preservation Funding for community housing
Deadline : Applications are reviewed on a continual basis
The Preservation Funding for community housing is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.
Shelter Enhancement Program (SEP)
Deadline: Applications are reviewed on a continual basis
The Shelter Enhancement Program (SEP) is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.
Indigenous Shelter and Transitional Housing Initiative
Deadline: Applications are reviewed on a continual basis until March 2024
The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.
The Net-Zero Challenge for Businesses The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.
The Canada Digital Adoption Program
Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:
National Housing Co-Investment Fund: Black-led Organizations
Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities. Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.
Pathways to Safe Indigenous Communities Initiative

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. Consultations with Canadians on a national school food policy
Deadline: Friday, December 16, 2022
The government of Canada is working to build a National School Food Program and is launching the National School Food online consultation questionnaire . The online questionnaire on Consulting with Canadians will allow individuals, parents, organizations and communities to share their perspectives and help inform a National School Food Policy. The Government of Canada is seeking to build the National Food Policy on existing efforts and make them stronger by working collaboratively with provinces, territories, Indigenous partners and key stakeholders.
Consultations to improve the collective bargaining process
Deadline: Friday, December 16, 2022
The Government is committed to introducing legislation by the end of 2023 to prohibit the use of replacement workers in federally regulated workplaces during a strike or lockout. Therefore, the government launched consultations to hear from Canadians and stakeholders on this commitment. The Government is also taking advantage of this opportunity to hear from stakeholders and Canadians on improving the maintenance of activities process, about which stakeholders have raised concerns. As a part of the consultation, the Government is looking for input on various elements, such as:
Employers, employer representatives, unions, workers, national Indigenous organizations and other key stakeholders and interested parties are invited to share their feedback on prohibiting the use of replacement workers and improving the maintenance of activities process.
Consultation on labour standards protections for interns
Deadline: Wednesday, February 1st, 2023
This survey aims to identify the awareness level of various stakeholders regarding labour standards protections for interns in federally regulated workplaces. It will help identify best practices and communication channels to increase awareness. The study targets interns and student interns in federally regulated workplaces, federally regulated employers and representatives of educational institutions. Consultation on the future of competition policy in Canada

In February 2022, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced his intention to undertake a review of the Act, beginning with immediate, targeted improvements, followed by further consultations to consider broader changes. The Government of Canada welcomes your perspective and comments on a wide range of issues, including how to ensure the law and its provisions remain effective in serving our national interest, and how to improve or protect competition in emerging data and digital markets. Next Agricultural Policy Framework
Deadline: Sunday, December 31, 2023
The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF. National recruitment campaign for parliamentary guides – summer 2023
