Hi,  We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the Canada Post Community Foundation 2023 call for proposals (deadline : Thursday, March 9, 2023).

CALLS FOR PROPOSALS

Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application.

Green and Inclusive Community Buildings Program

Deadline for all components of the program (projects under $3M and projects of more than $3M) : Tuesday, February 28, 2023 at 3pm ET An investment of $1.5 billion over five years through the Green and Inclusive Community Buildings Program will improve the condition and availability of community buildings. This program supports the renovation, repair, and modernization of existing public community buildings, as well as the construction of new public community buildings. Municipalities and NPOs are eligible for this program. To be considered eligible, the building must belong to the applicant and be used by citizens. Infrastructure Canada - Green and Inclusive Community Buildings Program Interested applicants may visit the GICB website for more details and to register.

 

Third round of Rapid housing initiative

Projects expected to be submitted in early 2023

Canada is launching the third round of the Rapid housing initiative. The details of how this program will be implemented in Quebec have yet to be determined, however, the terms and conditions of the third round of the RHI will be similar to the terms and conditions of the second round of the RHI and applications will be channelled through the Société d'habitation du Québec. Please note that the information available on the CMHC website regarding the RHI-3 is not relevant to groups in Quebec. More details will follow.

 

Canada Post Community Foundation 2023

Deadline: Thursday, March 9th 2023 at 12:00 pm (noon)

The application process for the Canada Post Community Foundation is now open and accepting grant applications for 2023. Canadian charities, schools and community organizations that provide programming for children and youth (up to age 21) can apply for the grants, which range in value up to $25,000. In addition, up to four $50,000-Signature Grants are also available, including the Indigenous Truth and Reconciliation Signature Grant (which was first introduced last year).

Applications for the grants will highlight youth outreach services, programs supporting Indigenous youth, gender diversity programs, literacy and language programs, and much more. The Indigenous Truth and Reconciliation Signature Grant will also focus on enhancing the understanding of Indigenous culture and support First Nations, Métis, Inuit or Urban Indigenous Peoples by fostering meaningful conversations across the country. Zero-Emission Vehicle Awareness Initiative (ZEVAI) - Medium- and heavy-duty stream

Deadline: Monday, March 13, 2023

The government has launched the call for proposals for the Medium-and heavy-duty stream of The Zero Emission Vehicle Awareness Initiative (ZEVAI). This initiative is looking to fund new and innovative projects that aim to increase knowledge, awareness, and confidence in medium- and heavy-duty zero-emission or low-emission vehicles among fleet owners, drivers and the general public. This call for proposals will support—via cost-shared contribution agreements—outreach, education, and capacity-building activities, enabling greater adoption of ZEVs and lower-carbon vehicles in the MHDV sector in all regions of the country.

 

Sport for Social Development in Indigenous Communities - Stream Three

Deadline: Wednesday, March 22, 2023, 11:59 pm EDT

Stream Three of the Sport for Social Development in Indigenous Communities  (SSDIC) component of the Sport Support Program funds Indigenous governments, communities, and other not-for-profit Indigenous organizations, as well as non-Indigenous not-for-profit delivery organizations in authentic partnership with an Indigenous organization(s) to deliver sport activities that meet community identified needs and priorities of Indigenous women, girls, and 2SLGBTQI+ communities in Canada. Drawn from the Missing and Murdered Indigenous Women and Girls (MMIWG) Calls for Justice, the Stream Three social development goals focus on:

 

Youth Employment and Skills Program – Agriculture Employers

Deadline: Monday, March 27, 2023

The government announced an investment of approximately $13 million to enhance the Youth Employment and Skills Program (YESP) and to help support approximately 1200 jobs for youth in the sector. The Program is now open and accepting applications. The YESP Program offers support for 50% of wages to a maximum of $14,000 to agriculture employers hiring Canadian youth. Employers that hire youth facing employment barriers will be eligible for 80% of the cost of salaries and benefits and may be eligible for an additional $5,000 to address specific obstacles to employment. Greener Neighbourhoods Pilot Program

Deadline: Wednesday, April 5th, 2023

The Government of Canada is investing $35.5M over five years, starting in 2022-23 to implement a Greener Neighbourhoods Pilot Program   (GNPP) that aims to validate the benefits and business cases of aggregated deep energy retrofits approaches in up to six community housing neighbourhoods in Canada. The GNPP focuses on clusters of low-rise housing and seeks to pilot the Energiesprong aggregated retrofit model in the Canadian market. This model, developed by the Netherlands and adopted by the United Kingdom, France, Germany, and the United States, accelerates the pace and scale of retrofits by aggregating similar homes and buildings in an entire neighbourhood to create mass demand for deep energy retrofits. 

 

This first call for proposals under the GNPP, referred to as the GNPP-MDT call, will support up to six regional Market Development Teams (MDTs) in developing regional roadmaps to enable aggregated deep energy retrofits in the Canadian market, and promoting the development of Energiesprong-inspired deep energy retrofit projects in communities across the country.

 

National Trade Corridors Fund - Advancing Supply Chain Digitalization Call for Proposals

Deadline: Tuesday, April 11, 2023 at 5:00 pm Eastern Time

The government announced the launch of a new call for proposals, under the National Trade Corridors Fund, which is called Advancing Supply Chain Digitalization. Transport Canada will commit up to $50 million to support eligible projects.

Under the new call, Transport Canada is seeking industry-led projects that strengthen Canada’s digital infrastructure. Projects supported will:

Applicants are invited to submit a Streamlined Project Proposal to Transport Canada through the National Trade Corridors Fund online application portal.

 

Deep Retrofit Accelerator Initiative

Deadline: Friday, April 28, 2023 Indigenous applicants or applicants who focus on Indigenous communities may submit applications at any time by March 31, 2025, or until funds are exhausted

The Deep Retrofit Accelerator Initiative  (DRAI) is a program that provides contributions for projects that facilitate the accelerated development of deep retrofits in commercial, institutional or mid- or high-rise multi-unit residential buildings in Canada. Over $185 million is available between 2023-2027. This funding supports projects that meet each of these four elements:

 

Ballast Water Innovation Program

Deadline: Wednesday, May 10, 2023, at 1:00 p.m. EDT

The government announced $12.5 million in funding to launch the Ballast Water Innovation Program as part of Canada’s Oceans Protection Plan. The program will play an important role in further reducing the spread of aquatic invasive species in the Great Lakes and St. Lawrence River region by investing in innovative solutions to ballast water management. To address these challenges and prevent the spread of aquatic invasive species, this program will:

 

Transport Canada is now accepting applications for research funding from Canadian vessel owners and operators, Canadian Port Authorities, not-for-profit organizations, public sector organizations, and academia.  Approved projects are expected to begin in 2023.   

 

Disaster Mitigation and Adaptation Fund

Deadline: Wednesday, July 19, 2023, at 3:00 PM (EDT)

In 2018, the Government of Canada launched the Disaster Mitigation and Adaptation Fund (DMAF). As part of the National Adaptation Strategy, the DMAF received an additional $489.1 million over 10 years, which combined with the remaining funding available through the program, will make more than $1 billion available for the next application intake. These funds will allow the DMAF to further improve the resilience of communities that are impacted by natural disasters triggered by climate change. Eligible infrastructure projects under the DMAF include new construction of public infrastructure and/or modification or reinforcement of existing public infrastructure including natural infrastructure that prevent, mitigate or protect against the impacts of climate change, disasters triggered by natural hazards, and extreme weather. Projects must have a minimum of $1M in total eligible costs to be considered for funding. For more information: DMAF website

 

Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Jobs and Growth Fund – Quebec

Deadline: Applications are reviewed on a continual basis

The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. Delivered by Canada’s regional development agencies (RDAs), the new fund provides $700 million to support a regional response to this COVID-19 crisis by investing in projects that will help to create jobs over the next three years and beyond, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. Businesses, including co-operatives, not-for-profit organizations and community economic development partners, as well as Indigenous-led organizations and/or businesses are strongly encouraged to apply. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund   supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.

 

Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.

The Net-Zero Challenge for Businesses The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:

National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Pathways to Safe Indigenous Communities Initiative

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. This initiative will support projects which:

Engagement on the co-development of an Urban, Rural and Northern Indigenous Housing Strategy

Deadline: Friday, March 31st, 2023

The government is asking Indigenous Peoples living in urban, rural and northern areas for input on an Urban, Rural and Northern Indigenous housing strategy. The government is seeking ideas from Indigenous housing and service providers, Indigenous governments and organizations, Indigenous Peoples living in urban, rural and northern areas, advocacy organizations, and provinces and territories regarding the vision, priorities, investments and solutions for an Urban, Rural and Northern Indigenous Housing Strategy. Sustainable Agriculture Strategy Consultation

Deadline: Friday, March 31st, 2023

Agriculture and Agri-Food Canada has announced the launch of consultations to help guide the development of a Sustainable Agriculture Strategy (SAS). A Strategy will provide an integrated and coordinated approach to address agri-environmental issues in the sector. By identifying goals and actions, Canada's agriculture sector will be better equipped to recover quickly from extreme events, thrive in a changing climate, and ensure a steady food supply.The Government of Canada is consulting with stakeholders and partners across the country to develop a SAS that will build on work already being done to improve the sector's environmental performance through a coordinated vision. As part of consultations on a Sustainable Agriculture Sector, a Sustainable Agriculture Strategy: Discussion Document is now available for comment. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services. Canada Volunteer Awards

Canada’s Volunteer Awards celebrate and recognize the incredible efforts and acts of generosity that volunteers and organizations offer to members of their communities. Individuals, not-for-profit organizations, social enterprises or businesses can be nominated for an award. Awards will be presented in the following categories:

One nominee will be selected per category in each of the five following regions:

 

Award recipients will be recognized at a ceremony.
