Hi,  We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the Call for Proposals for the 2SLGBTQI+ Community Capacity Fund that is open until Tuesday, May 9, 2023.

CALLS FOR PROPOSALS

Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application.

Housing Accelerator Fund: Large/Urban Stream

Projects expected to be submitted during summer 2023

The Large/Urban Stream of the Housing Accelerator Fund provides incentive funding to local governments. The funding is meant to remove barriers and support the development of affordable, inclusive, equitable and climate-resilient communities.

To be eligible for the Large/Urban Stream, applicants must have a population of 10,000+ and be in a Canadian province. Approved participants can use incentive funding for investments in:

CMHC is hosting information sessions for local governments that are interested to learn more about the Housing Accelerator Fund. We encourage you to share this information with local government stakeholders in your riding to learn more. Third round of Rapid housing initiative

Projects expected to be submitted in early 2023

Canada is launching the third round of the Rapid housing initiative. The details of how this program will be implemented in Quebec have yet to be determined, however, the terms and conditions of the third round of the RHI will be similar to the terms and conditions of the second round of the RHI and applications will be channelled through the Société d'habitation du Québec. Please note that the information available on the CMHC website regarding the RHI-3 is not relevant to groups in Quebec. More details will follow.

 

Greener Neighbourhoods Pilot Program

Deadline: Wednesday, April 5th, 2023

The Government of Canada is investing $35.5M over five years, starting in 2022-23 to implement a Greener Neighbourhoods Pilot Program   (GNPP) that aims to validate the benefits and business cases of aggregated deep energy retrofits approaches in up to six community housing neighbourhoods in Canada. The GNPP focuses on clusters of low-rise housing and seeks to pilot the Energiesprong aggregated retrofit model in the Canadian market. This model, developed by the Netherlands and adopted by the United Kingdom, France, Germany, and the United States, accelerates the pace and scale of retrofits by aggregating similar homes and buildings in an entire neighbourhood to create mass demand for deep energy retrofits. 

 

This first call for proposals under the GNPP, referred to as the GNPP-MDT call, will support up to six regional Market Development Teams (MDTs) in developing regional roadmaps to enable aggregated deep energy retrofits in the Canadian market, and promoting the development of Energiesprong-inspired deep energy retrofit projects in communities across the country.

 

National Trade Corridors Fund - Advancing Supply Chain Digitalization Call for Proposals

Deadline: Tuesday, April 11, 2023 at 5 pm

The government announced the launch of a new call for proposals, under the National Trade Corridors Fund, which is called Advancing Supply Chain Digitalization. Transport Canada will commit up to $50 million to support eligible projects. Under the new call, Transport Canada is seeking industry-led projects that strengthen Canada’s digital infrastructure. Projects supported will:

Applicants are invited to submit a Streamlined Project Proposal to Transport Canada through the National Trade Corridors Fund online application portal.

 

Deep Retrofit Accelerator Initiative

Deadline: Friday, April 28, 2023 Indigenous applicants or applicants who focus on Indigenous communities may submit applications at any time by March 31, 2025, or until funds are exhausted

The Deep Retrofit Accelerator Initiative  (DRAI) is a program that provides contributions for projects that facilitate the accelerated development of deep retrofits in commercial, institutional or mid- or high-rise multi-unit residential buildings in Canada. Over $185 million is available between 2023-2027. This funding supports projects that meet each of these four elements:

 

Consultations on the Defence Policy Update Deadline : Sunday, April 30, 2023

The government announced that the Department of National Defence and Canadian Armed Forces are launching public consultations with all Canadians on the Defence Policy Update (DPU), announced in Budget 2022. The DPU will build on Canada’s current defence policy, Strong, Secure, Engaged (SSE) and will enable the Canadian Armed Forces to meet any threat in the changed global security environment. These consultations include a new web platform, through which all Canadians can provide comments and feedback in response to the DPU’s areas of focus, including Supporting our people; Building organizational capacity; Maintaining and adapting the essential capabilities of the Canadian Armed Forces; Upgrading continental and Arctic defences; and Capabilities needed for modern conflict.

2SLGBTQI+ Community Capacity Fund 

Deadline: Tuesday, May 9th, 2023, 3:00 PM

The government announced the launch of a call for proposals for the 2SLGBTQI+ Community Capacity Fund. It aims to address the main priority of sustainable capacity funding for 2SLGBTQI+ organizations who work to end discrimination, violence, and barriers faced by the community. With the support of capacity funding, these organizations will promote inclusion and increase safety for 2 spirit, queer, and trans people in Canada.

 

Ballast Water Innovation Program

Deadline: Wednesday, May 10, 2023, at 1:00 p.m. EDT

The government announced $12.5 million in funding to launch the Ballast Water Innovation Program as part of Canada’s Oceans Protection Plan. The program will play an important role in further reducing the spread of aquatic invasive species in the Great Lakes and St. Lawrence River region by investing in innovative solutions to ballast water management. To address these challenges and prevent the spread of aquatic invasive species, this program will:

 

Transport Canada is now accepting applications for research funding from Canadian vessel owners and operators, Canadian Port Authorities, not-for-profit organizations, public sector organizations, and academia.  Approved projects are expected to begin in 2023.

 

Expressions of Interest (EOI) from Black and racialized community groups, experts or organizations sought by Correctional Service of Canada (CSC)

Deadline: Monday, May 15th, 2023

Correctional Service of Canada (CSC) is developing a national Black Offender Strategy to identify new opportunities to address the unique lived experiences and barriers faced by federally sentenced Black individuals. It will include new tools to ensure that CSC is best positioned to involve community groups both inside our institutions and in the community. CSC is seeking Expressions of Interest (EOI) from Black and racialized community groups, experts or organizations to address overrepresentation by assisting with safe and successful reintegration.The first step in this process is building a comprehensive national inventory of organizations who, based on their specific strengths, could work with CSC or Public Safety Canada. Indigenous Community Corrections Initiative (ICCI)

Deadline: Monday, June 12th, 2023, 11:59 PST

The Indigenous Community Corrections Initiative  supports grassroots efforts that expand alternatives to custody and support reintegration among Indigenous offenders. A total of $5.21 million will be available in 2023/2024 and $12M ongoing thereafter to support organizations that rehabilitate or reintegrate Indigenous offenders through project development, training, communications, and direct interventions. 

 

Disaster Mitigation and Adaptation Fund

Deadline: Wednesday, July 19, 2023, at 3:00 PM

In 2018, the Government of Canada launched the Disaster Mitigation and Adaptation Fund (DMAF). As part of the National Adaptation Strategy, the DMAF received an additional $489.1 million over 10 years, which combined with the remaining funding available through the program, will make more than $1 billion available for the next application intake. These funds will allow the DMAF to further improve the resilience of communities that are impacted by natural disasters triggered by climate change. Eligible infrastructure projects under the DMAF include new construction of public infrastructure and/or modification or reinforcement of existing public infrastructure including natural infrastructure that prevent, mitigate or protect against the impacts of climate change, disasters triggered by natural hazards, and extreme weather. Projects must have a minimum of $1M in total eligible costs to be considered for funding. For more information: DMAF website

 

Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Jobs and Growth Fund – Quebec

Deadline: Applications are reviewed on a continual basis

The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. Delivered by Canada’s regional development agencies (RDAs), the new fund provides $700 million to support a regional response to this COVID-19 crisis by investing in projects that will help to create jobs over the next three years and beyond, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. Businesses, including co-operatives, not-for-profit organizations and community economic development partners, as well as Indigenous-led organizations and/or businesses are strongly encouraged to apply. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

Deadline: Applications are reviewed on a continual basis

The Affordable Housing Innovation Fund   supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.

 

Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.

The Net-Zero Challenge for Businesses The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:

National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Pathways to Safe Indigenous Communities Initiative

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. This initiative will support projects which:

Consultation: Supporting Canadians Aging at Home

Deadline: Friday, April 14th, 2023

Canadians are living longer and healthier lives than previous generations. Many older adults prefer to stay in their homes and communities for as long as possible. The National Seniors Council wants to hear from Canadians about ways to further support those wishing to age in their homes and communities for as long as possible. This consultation is open to all Canadians – older adults, caregivers, those who have experience or expertise in working with older adults, and individuals representing the diverse voices in our communities.

Proposed amendments to the Cross-Border Movement of Hazardous Waste and Hazardous Recyclable Material Regulations

Deadline : Friday, April 21, 2023 Environment and Climate Change Canada (ECCC) is seeking comments and feedback on a discussion document that presents the proposed amendments being considered to the Cross-Border Movement of Hazardous Waste and Hazardous Recyclable Material Regulations (XBR), with the goal of developing a proposal for amendments to the Regulations.

Survey on the future of Canada’s immigration system

The government is seeking to engage a broad range of partners and stakeholders with diverse perspectives to help inform a vision for how our immigration system can strengthen communities across the country. This includes a review of current policies and programs. Consultation on a foreign influence transparency registry

Deadline: Tuesday, May 9th, 2023

The government announced the launch of public consultations on the establishment of a Foreign Influence Transparency Registry in Canada. The consultations seek Canadians’ views, as well as input from experts and stakeholders, on a foreign influence registry and to inform potential approaches to strengthen our defenses and bolster Canada’s national security policies. All Canadians are encouraged to share their views through the consultation web page, where they can learn more about this important issue and submit their input online.

 

2022-23 Consultations on the renewal of the Museum Policy

Deadline: June 2023

At the National Culture Summit on the Future of Arts, Culture and Heritage in Canada in May 2022, Minister Rodriguez, announced that Canadian Heritage would begin work on renewing the Canadian Museum Policy. The renewal will take into account the information received following a consultation exercise running from October 2022 to June 2023. The consultations target the general public, Indigenous partners, heritage sector stakeholders, advocacy organizations, provincial and territorial representatives, and federal institutions and organizations. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services. Canada Volunteer Awards

Canada’s Volunteer Awards celebrate and recognize the incredible efforts and acts of generosity that volunteers and organizations offer to members of their communities. Individuals, not-for-profit organizations, social enterprises or businesses can be nominated for an award. Awards will be presented in the following categories:

One nominee will be selected per category in each of the five following regions:

 

Award recipients will be recognized at a ceremony.
