We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the sixth intake period of the Local Food Infrastructure Fund (LFIF) closing on Wednesday May 31 and the Canada Summer Jobs Job Bank Launch.

CALLS FOR PROPOSALS

Housing Accelerator Fund: Large/Urban Stream

Projects expected to be submitted during summer 2023

The Large/Urban Stream of the Housing Accelerator Fund provides incentive funding to local governments. The funding is meant to remove barriers and support the development of affordable, inclusive, equitable and climate-resilient communities.

To be eligible for the Large/Urban Stream, applicants must have a population of 10,000+ and be in a Canadian province. Approved participants can use incentive funding for investments in:

Ballast Water Innovation Program

Deadline: Wednesday, May 10, 2023, at 1:00 p.m. EDT

The government announced $12.5 million in funding to launch the Ballast Water Innovation Program as part of Canada’s Oceans Protection Plan. The program will play an important role in further reducing the spread of aquatic invasive species in the Great Lakes and St. Lawrence River region by investing in innovative solutions to ballast water management. To address these challenges and prevent the spread of aquatic invasive species, this program will:

 

Transport Canada is now accepting applications for research funding from Canadian vessel owners and operators, Canadian Port Authorities, not-for-profit organizations, public sector organizations, and academia.  Approved projects are expected to begin in 2023.

 

Expressions of Interest (EOI) from Black and racialized community groups, experts or organizations sought by Correctional Service of Canada (CSC)

Deadline: Monday, May 15th, 2023

Correctional Service of Canada (CSC) is developing a national Black Offender Strategy to identify new opportunities to address the unique lived experiences and barriers faced by federally sentenced Black individuals. It will include new tools to ensure that CSC is best positioned to involve community groups both inside our institutions and in the community. CSC is seeking Expressions of Interest (EOI) from Black and racialized community groups, experts or organizations to address overrepresentation by assisting with safe and successful reintegration.The first step in this process is building a comprehensive national inventory of organizations who, based on their specific strengths, could work with CSC or Public Safety Canada. Local Food Infrastructure Fund sixth intake period

Deadline: Wednesday, May 31st, 2023

The government launched a new wave of the popular Local Food Infrastructure Fund (LFIF). LFIF enables non-profit organizations to acquire equipment that is used to harvest, store, prepare, package and deliver food within their own communities in order to strengthen food security, by offering grants of 100% of project costs, between 15,000 $ and $150,000. LFIF has, for example, enabled associations, collective kitchens, voluntary action centers, food banks to build cold rooms, establish commercial-type kitchens, create community gardens, build greenhouses or purchase refrigerated trucks. Indigenous Community Corrections Initiative (ICCI)

Deadline: Monday, June 12th, 2023, 11:59 PST

The Indigenous Community Corrections Initiative  supports grassroots efforts that expand alternatives to custody and support reintegration among Indigenous offenders. A total of $5.21 million will be available in 2023/2024 and $12M ongoing thereafter to support organizations that rehabilitate or reintegrate Indigenous offenders through project development, training, communications, and direct interventions. 

Assessment and Removal Component of the Abandoned Boats Program

Deadline: Thursday, June 15th, 2023

The assessment and removal component (A&R) of the Abandoned Boats Program (ABP) funds the permanent removal of abandoned and/or wrecked small boats that pose a hazard in Canadian waters.

This component provides funding to conduct boat assessments for removals and to remove and dispose of abandoned and/or wrecked small boats. Through the call for proposals, which will provide $1.6 million in total funding, the Government of Canada will pay up to 100% of costs associated with the assessment and removal of abandoned or wrecked vessels. Specifically, it will cover up to $5,000 for boat assessment projects and up to $250,000 for boat removal and disposal projects. For more information: Apply for ABP-A&R funding (canada.ca).

 

Veteran Homelessness Program

Deadline: Friday, June 23, 2023 at 11:59 pm EDT

The Veteran Homelessness Program provides housing supports and services to Veterans experiencing, or at risk of homelessness.

The program delivers contribution funding through two streams:

 

Eligible recipients, including Veteran-serving organizations, can apply to one or both funding streams on the online portal available on the Infrastructure Canada website

 

Disaster Mitigation and Adaptation Fund

Deadline: Wednesday, July 19, 2023, at 3:00 PM

In 2018, the Government of Canada launched the Disaster Mitigation and Adaptation Fund (DMAF). As part of the National Adaptation Strategy, the DMAF received an additional $489.1 million over 10 years, which combined with the remaining funding available through the program, will make more than $1 billion available for the next application intake. These funds will allow the DMAF to further improve the resilience of communities that are impacted by natural disasters triggered by climate change. Eligible infrastructure projects under the DMAF include new construction of public infrastructure and/or modification or reinforcement of existing public infrastructure including natural infrastructure that prevent, mitigate or protect against the impacts of climate change, disasters triggered by natural hazards, and extreme weather. Projects must have a minimum of $1M in total eligible costs to be considered for funding. For more information: DMAF website

 

Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application.

Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Jobs and Growth Fund – Quebec

Deadline: Applications are reviewed on a continual basis

The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. Delivered by Canada’s regional development agencies (RDAs), the new fund provides $700 million to support a regional response to this COVID-19 crisis by investing in projects that will help to create jobs over the next three years and beyond, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. Businesses, including co-operatives, not-for-profit organizations and community economic development partners, as well as Indigenous-led organizations and/or businesses are strongly encouraged to apply. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

Deadline: Applications are reviewed on a continual basis

The Affordable Housing Innovation Fund   supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.


The Net-Zero Challenge for Businesses
The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:


National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Pathways to Safe Indigenous Communities Initiative

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. National Urban Parks Policy Consultation

Deadline: Tuesday, May 16th, 2023

Parks Canada is creating a new national urban parks policy. The policy will be used by Parks Canada to guide the designation and management of new national urban parks across Canada. To help gather input on the policy from partners, stakeholders, and the public, Parks Canada has created a set of documents called Toward a National Urban Parks Policy. These documents include a backgrounder, which provides context, a discussion paper that outlines current thinking about the policy and a set of questions for your input.

To share your perspectives and priorities for the national urban parks policy, follow these steps:

Developing rules and requirements to increase recycled content in plastic products and improve the accuracy of recyclability and composability labelling

Deadline : Thursday, May 18, 2023
The Government of Canada published a regulatory framework paper on the development of proposed regulations that would set minimum recycled content requirements for certain plastic manufactured items and labelling rules to improve the accuracy of recyclability and compostability information found on plastic packaging and single-use items.
Partners, stakeholders and interested members of the public are invited to provide comments on the regulatory framework paper. Comments received will be taken into account in the development of the proposed regulations.

 

Consultation on potential amendments to the Cannabis Regulations

Deadline: Wednesday, May 24th, 2023

Health Canada is seeking feedback and comments on potential amendments to the Cannabis Regulations that aim to 1) streamline and clarify existing requirements; 2) eliminate inefficiencies in the regulations such as duplications between requirements; and 3) reduce administrative and regulatory burdens where possible, while continuing to meet the public health and public safety objectives in the Cannabis Act. Consultation on Canada's first-ever Grocery Code of Conduct

The Steering Committee working on Canada's first-ever Grocery Code of Conduct launched a public consultation to allow more participants to contribute to this important tool for the industry. This is another step forward in this important work. The collaboration and participation of all stakeholders remains essential to ensure that all perspectives are reflected in a voluntary, industry-led solution that best meets the needs of the grocery supply chain. 2022-23 Consultations on the renewal of the Museum Policy

Deadline: June 2023

At the National Culture Summit on the Future of Arts, Culture and Heritage in Canada in May 2022, Minister Rodriguez, announced that Canadian Heritage would begin work on renewing the Canadian Museum Policy. The renewal will take into account the information received following a consultation exercise running from October 2022 to June 2023. The consultations target the general public, Indigenous partners, heritage sector stakeholders, advocacy organizations, provincial and territorial representatives, and federal institutions and organizations. Consultation: Restricting food advertising primarily directed at children

Deadline: Monday, June 12th, 2023

Health Canada is seeking comments on a policy update on restricting food advertising primarily directed at children on television and digital media. This policy will form the basis of a draft regulatory framework. Health Canada released its policy update on April 25, 2023. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation
The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services. Job Bank Launch – Canada Summer Jobs 2023

The government announced the launch of the Job Bank for young people to apply for a Canada Summer Jobs (CSJ) placement.  More than 70,000 jobs are available for young people between the ages of 15 and 30. Young job seekers can now find new opportunities in their communities on jobbank.gc.ca/youth and the Job Bank mobile app in various important sectors, including digital economy, green jobs, environmental science and technology, and so much more. In addition, CSJ prioritizes projects that support youth who face unique challenges and barriers to employment, including youth with disabilities, Indigenous youth, as well as Black and other racialized youth.
