We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the Canada Greener Affordable Housing program and the Enabling Accessibility Fund - Youth Innovation Component.

CALLS FOR PROPOSALS

Housing Accelerator Fund: Large/Urban Stream

Projects expected to be submitted during summer 2023

The Large/Urban Stream of the Housing Accelerator Fund provides incentive funding to local governments. The funding is meant to remove barriers and support the development of affordable, inclusive, equitable and climate-resilient communities.

To be eligible for the Large/Urban Stream, applicants must have a population of 10,000+ and be in a Canadian province. Approved participants can use incentive funding for investments in:

Assessment and Removal Component of the Abandoned Boats Program

Deadline: Thursday, June 15th, 2023

The assessment and removal component (A&R) of the Abandoned Boats Program (ABP) funds the permanent removal of abandoned and/or wrecked small boats that pose a hazard in Canadian waters.

This component provides funding to conduct boat assessments for removals and to remove and dispose of abandoned and/or wrecked small boats. Through the call for proposals, which will provide $1.6 million in total funding, the Government of Canada will pay up to 100% of costs associated with the assessment and removal of abandoned or wrecked vessels. Specifically, it will cover up to $5,000 for boat assessment projects and up to $250,000 for boat removal and disposal projects. For more information: Apply for ABP-A&R funding (canada.ca).

 

Agricultural Clean Technology Program

Deadline: Thursday, June 22nd, 2023, at 12:00pm (Eastern Time)

The new application intake period for the popular Agricultural Clean Technology Program – Adoption Stream (ACT-A) is now open. The ACT-A program helps producers acquire and install equipment that can reduce greenhouse gas emissions, or have other related environmental benefits to make their operations increasingly sustainable. This time, non-repayable grants are from $25,000 to $2,000,000. In the past, this program has allowed producers to purchase more efficient grain dryers, install solar panels, or undertake hydrocarbon replacement initiatives. The new intake will prioritize investments that show promise to generate measurable GHG, fertilizer and methane emission reductions in line with Government of Canada targets.

 

Veteran Homelessness Program

Deadline: Friday, June 23, 2023 at 11:59 pm EDT

The Veteran Homelessness Program provides housing supports and services to Veterans experiencing, or at risk of homelessness. The program delivers contribution funding through two streams:

Eligible recipients, including Veteran-serving organizations, can apply to one or both funding streams on the online portal available on the Infrastructure Canada website

 

Canada Greener Affordable Housing program

Call out window is open from June 1 to June 30, 2023, for the Pre-Retrofit Funding stream

Call out window is open from June 1 to July 31, 2023, for the Retrofit Funding stream

The government announced the launch of the Canada Greener Affordable Housing (CGAH) program , which will modernize affordable multi-unit residential buildings by making them more energy efficient and affordable to operate, while also extending building lifespans. The CGAH program will make available $1.2 billion in low-interest repayable and forgivable loans over the next four years to help affordable housing providers complete deep energy retrofits on residential rental buildings. The program will offer contributions for completing the pre-retrofit activities needed to plan, prepare, and apply for the retrofit funding and will be administered by CMHC.

 

Disaster Mitigation and Adaptation Fund

Deadline: Wednesday, July 19, 2023, at 3:00 PM

In 2018, the Government of Canada launched the Disaster Mitigation and Adaptation Fund (DMAF). As part of the National Adaptation Strategy, the DMAF received an additional $489.1 million over 10 years, which combined with the remaining funding available through the program, will make more than $1 billion available for the next application intake. These funds will allow the DMAF to further improve the resilience of communities that are impacted by natural disasters triggered by climate change. Eligible infrastructure projects under the DMAF include new construction of public infrastructure and/or modification or reinforcement of existing public infrastructure including natural infrastructure that prevent, mitigate or protect against the impacts of climate change, disasters triggered by natural hazards, and extreme weather. Projects must have a minimum of $1M in total eligible costs to be considered for funding. For more information: DMAF website

 

Environmental Damages Fund

Deadline: Wednesday, July 26, 2023 at 3 p.m. Eastern Daylight Time (EDT)

The Environmental Damages Fund (EDF) is a specified purpose account administered by Environment and Climate Change Canada (ECCC) to direct funds received from fines, court orders and voluntary payments to priority projects that will benefit Canada’s natural environment. The purpose of the EDF is to fund projects that restore damage to the natural environment and support wildlife conservation, in a cost-effective way.

 

Aquatic Invasive Species Prevention Fund

Deadline: Thursday, August 31st, 2023

The Aquatic Invasive Species Prevention Fund  supports projects and partnerships that will help prevent the introduction and spread of aquatic invasive species. This fund provides $8.75 million over 5 years to create such partnerships. Priority will be given to projects to focus on: improving relationships with provinces and territories, Indigenous Peoples and key stakeholders; involving multiple partners; providing Canadians with tools to take action on aquatic invasive species monitoring and prevention of aquatic invasive species.


Greener Neighbourhoods Pilot Program: Supporting Demonstration Projects for Deep Building Retrofits

Deadline : Thursday, September 14, 2023
The government announced a second call for proposals under the Greener Neighbourhoods Pilot Program. This program aims to accelerate the pace and scale of retrofits ensuring infrastructure is well adapted to mitigate climate change impact, improve energy performance for industry and communities and, over the long term, also help drive down costs and support affordability and reliability. 

Enabling Accessibility Fund - Youth Innovation Component
Deadline: Friday, October 10th, 2023, at 5 p.m. EDT

The government launched a new call for proposals under the Enabling Accessibility Fund (EAF) youth innovation component. Canadian youth between the ages of 15 and 30 are encouraged to demonstrate their leadership and allyship by applying to become youth accessibility leaders through the EAF’s youth innovation component. Youth accessibility leaders help to identify barriers within their communities and then partner with local organizations to help secure up to $10,000 in accessibility project funding. Youth are invited to submit their expressions of interest in being named a Youth Accessibility Leader (YAL) online: Canada.ca/en/employment-social-development/services/funding/enabling-accessibility-fund-youth-innovation.html by October 10, 2023 at 5:00 p.m. EDT. Canadian organizations partnering with a confirmed YAL, must submit their application for project funding by 5:00 p.m. EDT online on October 31, 2023.     

 

Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Department of National Defence Indigenous Reconciliation Program - Grants and contributions

Deadline: Funding submissions will be accepted as long as funds remain available for the fiscal year. A funding submission must be made by no later than March 1st of each fiscal year.

The Indigenous Reconciliation Program  provides funding for work that helps build and maintain relationships between Indigenous communities and the Department of National Defence/Canadian Armed Forces (DND/CAF). Starting in fiscal year 2023-2024, up to $1.5 million in grants and contributions funding will be allocated each year through the Indigenous Reconciliation Program. This funding will be available for up to four years, ending in 2026-2027.

 

Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application. Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Jobs and Growth Fund – Quebec

Deadline: Applications are reviewed on a continual basis

The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. Delivered by Canada’s regional development agencies (RDAs), the new fund provides $700 million to support a regional response to this COVID-19 crisis by investing in projects that will help to create jobs over the next three years and beyond, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. Businesses, including co-operatives, not-for-profit organizations and community economic development partners, as well as Indigenous-led organizations and/or businesses are strongly encouraged to apply. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund  supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.

 

Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.


The Net-Zero Challenge for Businesses
The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:


National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Pathways to Safe Indigenous Communities Initiative

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. Government consults Canadians to advance key Budget 2023 priorities

The Government of Canada launched  a series of consultations with Canadians on Budget 2023 measures to grow the clean economy; create new opportunities for workers; strengthen the government’s ability to fight money laundering and terrorist financing; modernize multinational business taxation to ensure tax fairness for Canadians and Canadian businesses; and consolidate Canada Mortgage Bonds into the Government of Canada’s regular borrowing program, in order to redirect savings to affordable housing programs. https://www.canada.ca/en/department-finance/news/2023/06/government-consults-canadians-to-advance-key-budget-2023-priorities.html.

 

Consultations on the renewal of the Museum Policy

Deadline: June 2023

At the National Culture Summit on the Future of Arts, Culture and Heritage in Canada in May 2022, Minister Rodriguez, announced that Canadian Heritage would begin work on renewing the Canadian Museum Policy. The renewal will take into account the information received following a consultation exercise running from October 2022 to June 2023. Rouge National Urban Park Study

Working towards a modernized regulatory framework regarding contributions to support Canadian and Indigenous content

Deadline: Tuesday, June 27th, 2023

The Canadian Radio-television and Telecommunications Commission (CRTC) is consulting on what contributions online services will need to make to support the Canadian broadcasting system. The CRTC is proposing a new contribution framework for traditional broadcasters and online streaming services that acknowledges the possibility of flexible contribution requirements for different business models. Renewing Canada’s International Education Strategy

Global Affairs Canada is currently undertaking consultations for the renewal of the International Education Strategy. Consultations on the development of Canada’s 2030 Biodiversity Strategy

The government launched consultations to engage Canadians in Canada’s next Biodiversity Strategy during the 2030 Biodiversity Strategy Symposium. The information is collected, used and disclosed for the purpose of gathering feedback to inform the planning and development of Canada’s 2030 Biodiversity Strategy, using insights to contribute to the implementation plans for each target of the Kunming-Montreal Global Biodiversity Framework domestically. Consulting Canadians on a proposed economic cooperation strategy with Africa

The Government of Canada is seeking the views of the Canadian public and interested stakeholders to help define priorities for developing the Canada-Africa Economic Cooperation Strategy (CA-ECS). Consultation on improving access to drugs and other health products in Canada

In November 2022, Health Canada created a Drug Shortages Task Force to further improve our ability to prevent and mitigate shortages. We're seeking input on core elements of a strategy to improve access to drugs and other health products for people in Canada. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation
The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services. Job Bank – Canada Summer Jobs 2023

The government announced the launch of the Job Bank for young people to apply for a Canada Summer Jobs (CSJ) placement. More than 70,000 jobs are available for young people between the ages of 15 and 30. Young job seekers can now find new opportunities in their communities on jobbank.gc.ca/youth and the Job Bank mobile app in various important sectors, including digital economy, green jobs, environmental science and technology, and so much more. In addition, CSJ prioritizes projects that support youth who face unique challenges and barriers to employment, including youth with disabilities, Indigenous youth, as well as Black and other racialized youth.
