We wish to inform you of the following federal calls for proposals, consultations, and appointment opportunities that are currently open. Of note: the New Horizons for Seniors Program.

CALLS FOR PROPOSALS

 

Security Infrastructure Program (SIP)

Deadline: Thursday, August 31st, 2023 at 11:59 p.m. Pacific Time (PT)

The Government of Canada is committed to protecting the safety and security of all Canadians. The Communities at Risk: Security Infrastructure Program (SIP)   provides time-limited funding and support for communities at risk of hate-motivated incidents/crime to enhance security measures at their gathering spaces. The 2023 Call for Applications will allocate $5 million to fund up to 50% of the cost of security equipment up to a maximum of $100,000 per project.

 

Call for Proposals to Prevent Youth Dating Violence

Deadline: Before Thursday August 10th to request the application template; Thursday, August 31st, 2023, at 11:59 PM PST to submit the application

The Public Health Agency of Canada launched a Call for Proposals to Prevent Gender-Based Violence through Youth Dating Violence Prevention to solicit projects focused on preventing youth dating violence (YDV). The deadline for organizations to submit an application is 11:59 PM PST on August 31, 2023, though they must request an application template, which will include pre-recorded videos explaining the program and application process, before Thursday August 10, 2023. Applicants are able to apply to one of three streams under this CFP:

 

Aquatic Invasive Species Prevention Fund

Deadline: Thursday, August 31st, 2023

The Aquatic Invasive Species Prevention Fund  supports projects and partnerships that will help prevent the introduction and spread of aquatic invasive species. This fund provides $8.75 million over 5 years to create such partnerships. Priority will be given to projects to focus on: improving relationships with provinces and territories, Indigenous Peoples and key stakeholders; involving multiple partners; providing Canadians with tools to take action on aquatic invasive species monitoring and prevention of aquatic invasive species.

 

Canada Pavilion at COP28

Deadline: Friday, September 1, 2023 at 12:00 pm EDT

Environment and Climate Change Canada (ECCC) has officially launched a call for event proposals for Canada’s pavilion at the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC). The Canada Pavilion represents an opportunity to highlight pan-Canadian climate action, innovation, and the leadership and collaboration of federal departments, provinces and territories, Indigenous Peoples, industry, youth, academia, and civil society in the fight against climate change. Environment and Climate Change Canada (ECCC) is now accepting applications for events that will make up the Canada Pavilion Events Program through the online portal .

 

New Horizons for Seniors Program (NHSP) Community-Based Stream 2023-2024

Deadline: Thursday, September 14, 2023, at 3:00 p.m. Eastern Standard Time (EST)

The Government of Canada launched the annual NHSP Community-based stream 2023-2024 Call for proposals (CFP) to invest in projects across Canada. The community-based stream of the New Horizons for Seniors Program (NHSP) is a federal grant that supports community-based projects that are designed by seniors for seniors. This program funds projects that empower seniors in their communities and contribute to improving their health and well-being. Organizations will have a total of six weeks to submit their applications, starting from Tuesday August 1 to Thursday September 14, 2023 at 3:00 p.m. Eastern Standard Time (EST). More information is available on the NHSP Funding Page.

Greener Neighbourhoods Pilot Program: Supporting Demonstration Projects for Deep Building Retrofits

Deadline : Thursday, September 14, 2023
The government announced a second call for proposals under the Greener Neighbourhoods Pilot Program. This program aims to accelerate the pace and scale of retrofits ensuring infrastructure is well adapted to mitigate climate change impact, improve energy performance for industry and communities and, over the long term, also help drive down costs and support affordability and reliability. 

Climate Change Adaptation Program

Deadline: Friday, September 22nd, 2023, at midnight Eastern Daylight Time

Natural Resources Canada’s Climate Change Adaptation Program (2022–2027) helps to position Canada’s regions and sectors to adapt to a changing climate. The Program aims to:

  1. Support decision-makers in identifying and implementing adaptation actions;
  2. Enhance adaptation knowledge and skills among Canada’s workforce; and
  3. Increase access to climate change adaptation tools and resources.

The Program is soliciting proposals for cost-shared projects that will make important contributions to advancing adaptation progress in Canada. Enabling Accessibility Fund - Youth Innovation Component
Deadline: Friday, October 10th, 2023, at 5 p.m. EDT

The government launched a new call for proposals under the Enabling Accessibility Fund (EAF) youth innovation component. Canadian youth between the ages of 15 and 30 are encouraged to demonstrate their leadership and allyship by applying to become youth accessibility leaders through the EAF’s youth innovation component. Youth accessibility leaders help to identify barriers within their communities and then partner with local organizations to help secure up to $10,000 in accessibility project funding. Youth are invited to submit their expressions of interest in being named a Youth Accessibility Leader (YAL) online: Canada.ca/en/employment-social-development/services/funding/enabling-accessibility-fund-youth-innovation.html by October 10, 2023 at 5:00 p.m. EDT. Canadian organizations partnering with a confirmed YAL, must submit their application for project funding by 5:00 p.m. EDT online on October 31, 2023.     

 

Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Department of National Defence Indigenous Reconciliation Program - Grants and contributions

Deadline: Funding submissions will be accepted as long as funds remain available for the fiscal year. A funding submission must be made by no later than March 1st of each fiscal year.

The Indigenous Reconciliation Program  provides funding for work that helps build and maintain relationships between Indigenous communities and the Department of National Defence/Canadian Armed Forces (DND/CAF). Starting in fiscal year 2023-2024, up to $1.5 million in grants and contributions funding will be allocated each year through the Indigenous Reconciliation Program. This funding will be available for up to four years, ending in 2026-2027.

 

Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application. Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Jobs and Growth Fund – Quebec

Deadline: Applications are reviewed on a continual basis

The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. Delivered by Canada’s regional development agencies (RDAs), the new fund provides $700 million to support a regional response to this COVID-19 crisis by investing in projects that will help to create jobs over the next three years and beyond, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. Businesses, including co-operatives, not-for-profit organizations and community economic development partners, as well as Indigenous-led organizations and/or businesses are strongly encouraged to apply. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts from $350,000 to $500,000; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund  supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.

 

Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.


The Net-Zero Challenge for Businesses
The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:


National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Pathways to Safe Indigenous Communities Initiative 

There is no deadline for this funding

The Pathways to Safe Indigenous Communities Initiative will provide $103.8 million over 5 years to assist First Nations, Inuit and Métis communities and partners, both on and off reserve, to implement Indigenous-designed projects to improve community safety and well-being. How can Canada reduce plastic food packaging? Have your say now

Deadline: Wednesday, August 30, 2023

As part of its commitment to move toward zero plastic waste, the Government of Canada is proposing to develop a Pollution Prevention Planning Notice (P2 Notice) for plastic packaging that comes into direct contact with food, also referred to as primary food plastic packaging. The P2 Notice would require Canada’s largest grocery retailers to prepare and implement a pollution prevention plan to meet targets to reduce, reuse, and redesign primary food plastic packaging, including recycled content targets. Until August 30, 2023, grocery retailers, stakeholders, interested partners, and Canadians are invited to comment on the consultation document  for the development of the P2 Notice. Comments received will help develop a Proposed Notice to be published later this year.

 

Consultation on improving access to drugs and other health products in Canada

Deadline: Thursday, August 31st, 2023

In November 2022, Health Canada created a Drug Shortages Task Force to further improve our ability to prevent and mitigate shortages. We're seeking input on core elements of a strategy to improve access to drugs and other health products for people in Canada. The information gathered from this consultation will be used to develop solutions for Health Canada and others who have a role to play in helping prevent shortages. Government consults Canadians on Budget 2023 measures to grow the clean economy, close tax loopholes, and deliver tax relief for Canadians

Deadline: Friday, September 8th, 2023

The Government of Canada is moving forward with consultations  to advance key budget priorities to grow the clean economy and ensure tax fairness for Canadians and Canadian businesses. These consultations advance key components of the government’s clean economy plan to create new opportunities for Canadian workers today and for generations to come. The government is also consulting on ways to close tax loopholes, including those used by the wealthiest and multinational companies, and deliver tax relief for Canadian workers and businesses. Canadians are invited to share their views and feedback on draft legislative proposals for various measures as the government works towards legislative implementation in the coming months.

 

Consultation on Safe Long-Term Care

The federal government is conducting a public online consultation   to inform the development of a Safe Long-Term Care Act, a Ministerial commitment. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation
The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services.
