Of note: the New Horizons for Seniors Program which pushed its deadline to September 28, 2023, and three Employment and Social Development Canada youth programs that will be accepting funding proposals this Fall.

CALLS FOR PROPOSALS

New Horizons for Seniors Program (NHSP) Community-Based Stream 2023-2024

Deadline: Thursday, September 28, 2023

The Government of Canada launched the annual NHSP Community-based stream 2023-2024 Call for proposals (CFP) to invest in projects across Canada. The community-based stream of the New Horizons for Seniors Program (NHSP) is a federal grant that supports community-based projects that are designed by seniors for seniors. This program funds projects that empower seniors in their communities and contribute to improving their health and well-being. More information is available on the NHSP Funding Page.

 

Canadian Apprenticeship Strategy – Investments in Training Equipment

Deadline: Thursday, October 5, 2023, at 3 p.m. EDT

This funding opportunity aims to improve the quality of training of apprentices in Red Seal trades. It will fund projects that demonstrate a need for training equipment or materials that meet industry standards or investments in new technology to train apprentices in the Red Seal trades. Eligible organizations can apply for up to $5,000,000 for a project that is up to 36 months in duration. Enabling Accessibility Fund - Youth Innovation Component
Deadline: Tuesday, October 10, 2023, at 5 p.m. EDT

The government launched a new call for proposals under the Enabling Accessibility Fund (EAF) youth innovation component. Canadian youth between the ages of 15 and 30 are encouraged to demonstrate their leadership and allyship by applying to become youth accessibility leaders through the EAF’s youth innovation component. Youth accessibility leaders help to identify barriers within their communities and then partner with local organizations to help secure up to $10,000 in accessibility project funding. Youth are invited to submit their expressions of interest in being named a Youth Accessibility Leader (YAL) online: Canada.ca/en/employment-social-development/services/funding/enabling-accessibility-fund-youth-innovation.html by October 10, 2023 at 5:00 p.m. EDT. Canadian organizations partnering with a confirmed YAL, must submit their application for project funding by 5:00 p.m. EDT online on October 31, 2023.    

 

National Adaptation Strategy & Hydrologic prediction and innovation

Deadline: Tuesday, October 31, 2023, at 3:00 p.m. Eastern Time (E.T.)

This funding opportunity aims to provide funding for a number of initiatives related to the National Adaptation Strategy & Hydrologic Prediction and Innovation. Applicants are welcome to apply to the following streams:

Call for Concept Notes – Strengthening Civil Society and Democratic Spaces in the Indo-Pacific 2024-2028

Deadline: Tuesday, November 14, 2023, at 12:00 p.m. (noon) Eastern Time

The “Strengthening Civil Society and Democratic Spaces in the Indo-Pacific” Call is a 2-stage application process contributing to Canada’s Indo-Pacific Strategy. As a first step, eligible organizations are invited to submit Concept Notes that describe projects that will address the objectives of this Call. At the second stage, a limited number of organizations will be invited to submit a full proposal. The total amount of funding available under the Strengthening Civil Society and Democratic Spaces in the Indo-Pacific 2024-2028 Call is up to $30 million over 4 years. Global Affairs Canada (GAC) may fund 8 to 10 proposals or none, up to the maximum funding available. Climate-Resilient Coastal Communities Program

Deadline: Wednesday, December 13, 2023, at midnight Eastern Standard Time (EST)

The Climate-Resilient Coastal Communities (CRCC) Program will provide funding to enable communities and sectors to work together at a regional scale to co-develop coordinated actions that increase climate resilience in coastal regions. The CRCC received $41 million under the Government of Canada Adaptation Action Plan, which accompanied the release of the National Adaptation Strategy. Natural Resources Canada’s Climate-Resilient Coastal Communities Program (2023 to 2028) will fund up to 25 pilot projects that accelerate adaptation at a regional scale through integrated, inclusive, and innovative actions. Up to a total of $30 million in contribution funding may be awarded for pilot projects starting April 1, 2024, and concluding on or before December 31, 2027. The Government of Canada may fund up to 75% of the total eligible project costs, with the exception of Indigenous-led projects and those led by Territorial governments, where Natural Resources Canada (NRCan) may fund up to 100% of the total project costs. Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Department of National Defence Indigenous Reconciliation Program - Grants and contributions

Deadline: Funding submissions will be accepted as long as funds remain available for the fiscal year. A funding submission must be made by no later than March 1st of each fiscal year.

The Indigenous Reconciliation Program  provides funding for work that helps build and maintain relationships between Indigenous communities and the Department of National Defence/Canadian Armed Forces (DND/CAF). Starting in fiscal year 2023-2024, up to $1.5 million in grants and contributions funding will be allocated each year through the Indigenous Reconciliation Program. This funding will be available for up to four years, ending in 2026-2027.

 

Agricultural Clean Technology Program: Research and Innovation Stream

Deadline: Applications are reviewed on a continual basis

As part of the Government of Canada’s strengthened climate plan, A Healthy Environment and a Healthy Economy, the new Agricultural Clean Technology (ACT) Program aims to create an enabling environment for the development and adoption of clean technology that will help drive the changes required to achieve a low-carbon economy and promote sustainable growth in Canada’s agriculture and agri-food sector. The Research and Innovation Stream will support pre-market innovation, including research, development, demonstration and commercialization activities, to develop transformative clean technologies and enable the expansion of current technologies, in 3 priority areas: green energy and energy efficiency, precision agriculture, bioeconomy. Eligible activities under the Research and Innovation Stream are of the following nature and type: applied research and development of clean technologies, piloting and evaluating clean technologies, demonstration and knowledge and technology transfer activities, commercializing and scaling up clean technologies; other activities that support the Research and Innovation Stream as determined by the program. Rural Transit Solutions Fund - 2nd Phase

Deadline: Application are reviewed on a continual basis

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application. Support for Regional Quantum Innovation

Deadline: Applications are reviewed on a continual basis

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Diversify your economy

Deadline: Applications are reviewed on a continual basis

This funding aims to promote the regions and foster the development of local economies. Specifically, it is intended to help boost spending by tourists from outside Quebec; increase the presence of international organizations; strengthen economic activity in the regions by supporting local business projects; and generate investments and economic spin-offs through the acquisition of community economic facilities. Regional Innovation Ecosystems

Deadline: Applications are reviewed on a continual basis

This stream targets NPO projects that help create an innovation-friendly entrepreneurial environment that fosters the growth and productivity of businesses in a given region. The funding is provided under the REGI program. To be eligible, projects must meet one of the following objectives: foster closer ties among the players in the various ecosystems; foster the creation, growth and maintenance of regional clusters or attract foreign investment. Main sectors that are eligible: manufacturing, food processing, information and communications technologies and life sciences. Other sectors may also be eligible. Economic Development Initiative – Official Languages

The aim of this funding is to foster the economic development of official language minority communities (OLMCs). The funding may serve to kickstart innovative or entrepreneurial projects, solidify partnerships or diversify economic activities in these communities. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts to 1,15 million dollars; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund  supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. For more information about this program, please contact your First Nation Housing Specialist.

 

Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.


The Net-Zero Challenge for Businesses
The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:


National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Later this fall, Employment and Social Development Canada (ESDC) will be accepting funding proposals under three youth programs:

  1. Youth Employment and Skills Strategy (YESS) Program

Opening date: October 2023

If you know of an organization that delivers skills-based training, wraparound supports or work experience to youth between the ages of 15 and 30 facing barriers to employment, you can encourage them to apply for funding through the YESS Program starting in October. The YESS Program will continue to support projects that prioritize Indigenous youth, 2SLGBTQI+ youth, Black and other racialized youth, and youth in official language minority communities. Additionally, new to this funding cycle, there will be an emphasis on supporting projects that target youth with disabilities.

* The regional component of the YESS Program is not open to Quebec-based organizations, as the Government of Canada provides funding to the Government of Quebec to support activities in the province that contribute to improving youth skills and employment outcomes. However, Quebec-based organizations may apply for funding through the national component if the activities of the proposed project are delivered in three or more provinces or territories.

 

  1. Canada Service Corps (CSC)

Opening date: October 2023

If you know of an organization that is interested in providing meaningful volunteer service opportunities for youth between the ages of 12 and 30, you can encourage them to apply for funding under the CSC for youth beginning in October. The funding is offered to organizations to create, promote and facilitate access to youth volunteer opportunities, either through organized service placements or through providing funding (micro-grants) to support the development and implementation of youth-led projects. A number of changes are being introduced to the CSC this year that will make it easier for organizations to participate and will allow more youth to benefit from these important volunteer service opportunities such as up to 100% of eligible expenses can be covered (this means organizations will no longer need to fund a portion of their project); longer-term agreements will be available; and, under certain streams of the program, the age of eligibility for participants is being expanded to include youth as young as 12 years old.

 

  1. Canada Summer Jobs (CSJ)

Opening date: November 2023

If you know of an organization that is planning to hire youth between the ages of 15 and 30 next summer, you can encourage them to apply for funding under CSJ. The CSJ program provides wage subsidies to not-for-profit organizations, public sector employers and small businesses with 50 or fewer employees. Organizations will be able to apply for funding starting in November, and the funding application period will close in January (the exact dates will be announced later on).

How to apply to these programs

Organizations interested in applying for funding under these programs later this fall are encouraged to create an account now through the Grants and Contributions Online Services (GCOS) portal. GCOS allows you to apply for funding and track your application status; save your application and finish it later; submit supporting documents; set up direct deposit; and access your account 24/7. Creating a GCOS account is a one-time process that allows you to apply for these and other funding opportunities with Employment and Social Development Canada in a secure web environment.

 

Register for a GCOS account today and be ready to apply this fall. You can also sign up for email notifications. You’ll be among the first to find out about these and other ESDC funding opportunities as they become available. When registering your GCOS account, you will need to provide your Canada Revenue Agency business number. If your organization does not have a business number, you will be able to apply for funding by email or postal mail.

Public consultations for the second legislative review of the Tobacco and vaping products Act (TVPA)
Deadline: Friday November 3, 2023

The Tobacco Control Products Act (TCPA) is the federal legislation designed to protect Canadians from tobacco-related death and disease. It regulates the manufacture, sale, labeling and promotion of tobacco and vaping products. The Act requires that its provisions and operation be reviewed every two years, and that a report on the review be tabled in Parliament. The first review of the Act, completed in December 2022, focused on the vaping provisions of the TPCA. The results of the first review can be found in the Report on the First Legislative Review of the Tobacco and Vapour Products Act, available at https://bit.ly/3ZjypwR. The second review will complement the first and will focus on the tobacco provisions and the operation of the TVPA. Specifically, it will assess whether progress has been made towards achieving the tobacco-related objectives of the TPCA, and whether the federal legislative response is sufficient to combat tobacco use in Canada. The consultation process will last eight weeks, from September 7, 2023, to November 3, 2023. The discussion paper, which sets out the objectives of the Act and includes questions for consideration, is available at: https://bit.ly/3r6AD6r.  We invite you to participate in the consultation process. Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Co-developing distinctions-based Indigenous health legislation
The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services.
