CALLS FOR PROPOSALS

Habitat Stewardship Program for Species at Risk

Deadline: Tuesday, October 31, 2023, at 2:00pm

The objectives of this program are to support habitat projects that benefit species at risk, enable Canadians to become actively involved in stewardship projects for species at risk, which will result in tangible and measurable conservation benefits, and to improve the scientific, sociological and economic understanding of the role of stewardship as a conservation tool.

To be eligible, proposed projects must demonstrate how they contribute directly to the recovery objectives and population goals of target species. Further, the application must contribute to one or more of the following Conserving Nature expected results: Canada’s wildlife and habitat is conserved and protected; Canada’s species at risk are recovered; or Indigenous Peoples are engaged in conservation. To submit an application, applicants must register on ECCC’s Single Window Information Management system to access the Grants and Contributions Enterprise Management System (GCEMS). Aboriginal Fund for Species at Risk

Deadline: Tuesday, October 31, 2023, at 2:00pm

To be eligible, proposed projects must demonstrate how they contribute directly to the recovery objectives and population goals of target species. Further, the application must contribute to one or more of the following objectives and expected results:

The objectives of AFSAR are to support and promote the conservation, protection and recovery of target species and their habitats on Indigenous lands or lands where traditional food, social, and ceremonial activities are carried out by Indigenous Peoples; and support the engagement and leadership of Indigenous Peoples in the conservation and recovery of species at risk, their habitats and SARA processes. The expected results of AFSAR are: Canada’s wildlife and habitat is conserved and protected; Canada’s species at risk are recovered; and Indigenous Peoples are engaged in conservation. Climate Action and Awareness Fund

Deadline: Tuesday, October 31, 2023, at 3:00pm

Intake of Expressions of Interest (EOI) is now open for the Climate Action and Awareness Fund (CAAF) under the environmental literacy funding. The current EOI is seeking proposals from eligible non-profit organizations that advance environmental literacy for children (ages 0-5), youth (K-12 students / Maternelle to CEGEP in Quebec), their families and/or educators. Funding will support projects that will develop knowledge, tools and/or skills and increase the environmental literacy of young Canadians as part of the long-term solutions to tackle climate change. National Adaptation Strategy & Hydrologic prediction and innovation

Plastics challenge: Improving the collection and/or sorting of plastic film and flexible packaging

Deadline: Wednesday, November 8, 2023, at 2:00pm

Environment Climate Change Canada is seeking environmentally acceptable and affordable technologies to improve the collection and/or sorting of post-consumer (i.e. business to consumer (B2C)) plastic film, including flexible plastic packaging, to facilitate increased levels of mechanical recycling of these materials and a reduction in associated plastic pollution. Food Waste Prevention and Diversion: Research and Capacity Building Fund

Deadline: Tuesday, November 14, 2023, at 3:59pm

Project proposals should target research and capacity building opportunities for reducing and/or diverting food and other organic waste from landfill. Project outcomes with the ability to be leveraged by others across Canada to support policy, program or project development are encouraged. Projects are eligible for funding up to a maximum of $150,000 per project (for its duration) and must have a minimum ask of $75,000. Projects must be completed by March 31, 2026. New Horizons for Seniors Program (NHSP) - Pan-Canadian Stream

Deadline: Wednesday November 15, 2023, at 3:00pm

The pan-Canadian stream of the New Horizons for Seniors Program (NHSP) funds collective impact initiatives across Canada to increase the social inclusion of vulnerable seniors. Pan-Canadian projects funding supports multi-year projects that use innovative and collaborative approaches in increasing the social inclusion of seniors. Organizations are eligible to receive up to $5 million in funding for projects that support the program’s objectives. Substance Use and Addictions Program

Deadline: Wednesday November 22, 2023, at 2:00pm

Health Canada's Substance Use and Addictions Program (SUAP) provides contribution funding to other levels of government and to community-led and not-for-profit organizations in Canada.

SUAP provides time-limited funding for a wide range of innovative and evidence-informed projects including substance use prevention, harm reduction and treatment initiatives across the country. Projects target a range of substances, including opioids, stimulants, cannabis, alcohol, nicotine and tobacco, at the community, regional and national levels. Through this 2023 national call for proposals (CFP), SUAP will fund projects that address substance use issues across the continuum of care. For organizations located and operating only in Quebec, please note that the Ministère de la Santé et des Services sociaux (MSSS) is managing SUAP funds for Quebec. Youth Skills and Employment Strategy Program - Youth-Focused Projects

Deadline: Wednesday, November 22, 2023, at 3:59 pm

Employment and Social Development Canada will provide eligible organizations with up to $5 million per year for a maximum of four years (starting in 2024-2025). The Youth Employment and Skills Strategy will fund organizations that offer a range of activities to help young people (aged 15 to 30). For example, funded projects could include mentoring, skills development and training; paid work experience; complementary support measures (help with dependents or mental health counseling). 

New for this funding cycle: emphasis will be placed on projects that target youth with disabilities and those who have the greatest difficulty finding employment due to multiple and combined barriers. Other priority groups include Aboriginal youth, Black youth, racialized youth, youth from 2ELGBTQI+ communities and those from official language minority communities. Organizations are invited to apply for funding until 3:59 p.m. EST on November 22, 2023. Further information on the funding application process is available online.


Call for Concept Notes – Strengthening Civil Society and Democratic Spaces in the Indo-Pacific 2024-2028

Deadline: Tuesday, November 28, 2023, at 12:00pm (noon)

The “Strengthening Civil Society and Democratic Spaces in the Indo-Pacific” Call is a 2-stage application process contributing to Canada’s Indo-Pacific Strategy. As a first step, eligible organizations are invited to submit Concept Notes that describe projects that will address the objectives of this Call. At the second stage, a limited number of organizations will be invited to submit a full proposal. The total amount of funding available under the Strengthening Civil Society and Democratic Spaces in the Indo-Pacific 2024-2028 Call is up to $30 million over 4 years. Global Affairs Canada (GAC) may fund 8 to 10 proposals or none, up to the maximum funding available. Environmental Damages Fund

Deadline: Wednesday, December 6, 2023, at 3:00pm

The Environmental Damages Fund (EDF) has opened a Call for Proposals (CFP). Funding is available for projects that will reduce transportation-related air pollution in the province of Quebec. The purpose of the EDF is to fund projects that restore damage to the natural environment and support wildlife conservation, in a cost-effective way. Enabling Accessibility Fund – Mid-sized projects

Deadline: Wednesday, December 13, 2023, at 5:00pm

As part of this year’s EAF mid-sized Call for Proposals, between $500,000 and $3 million is available to support construction, renovation and retrofitting of projects across Canada which are aimed at improving accessibility and safety in communities and workplaces for persons with disabilities.

Climate-Resilient Coastal Communities Program

Deadline: Wednesday, December 13, 2023, at midnight

The Climate-Resilient Coastal Communities (CRCC) Program will provide funding to enable communities and sectors to work together at a regional scale to co-develop coordinated actions that increase climate resilience in coastal regions. The CRCC received $41 million under the Government of Canada Adaptation Action Plan, which accompanied the release of the National Adaptation Strategy. Natural Resources Canada’s Climate-Resilient Coastal Communities Program (2023 to 2028) will fund up to 25 pilot projects that accelerate adaptation at a regional scale through integrated, inclusive, and innovative actions. Up to a total of $30 million in contribution funding may be awarded for pilot projects starting April 1, 2024, and concluding on or before December 31, 2027. The Government of Canada may fund up to 75% of the total eligible project costs, with the exception of Indigenous-led projects and those led by Territorial governments, where Natural Resources Canada (NRCan) may fund up to 100% of the total project costs. Canada Service Corps Program

The Government of Canada is launching a Call for Proposals (CFP) under the Canada Service Corps program. Canada Service Corps is a Grants & Contributions program that promotes civic engagement among young people aged 15 to 30 years old, while exploring ways to reach youth as young as 12 years of age, with a particular focus on youth from Indigenous and under-served communities. Green Freight Program - Stream 1 Assess and Retrofit

Deadline: Applications will be accepted on a continuous intake basis until March 31, 2027

The Green Freight Program will help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. Stream 1 of the Program is providing grant funding up to a maximum of $250,000 per Applicant towards Third-Party Fleet Energy Assessments and Truck/Trailer Equipment Retrofits. Natural Resources Canada has established a list of approved retrofit devices, of which a percentage of the cost will be eligible for a grant. This stream aims to increase the knowledge and capacity of the on-road freight transportation sector to adopt energy efficiency measures tailored to operational needs by providing financial support.

 

Department of National Defence Indigenous Reconciliation Program - Grants and contributions

Deadline: Funding submissions will be accepted as long as funds remain available for the fiscal year. A funding submission must be made by no later than March 1st of each fiscal year.

The Indigenous Reconciliation Program  provides funding for work that helps build and maintain relationships between Indigenous communities and the Department of National Defence/Canadian Armed Forces (DND/CAF). Starting in fiscal year 2023-2024, up to $1.5 million in grants and contributions funding will be allocated each year through the Indigenous Reconciliation Program. This funding will be available for up to four years, ending in 2026-2027.

 

Agricultural Clean Technology Program: Research and Innovation Stream

Deadline: Applications are reviewed on a continual basis

As part of the Government of Canada’s strengthened climate plan, A Healthy Environment and a Healthy Economy, the new Agricultural Clean Technology (ACT) Program aims to create an enabling environment for the development and adoption of clean technology that will help drive the changes required to achieve a low-carbon economy and promote sustainable growth in Canada’s agriculture and agri-food sector. The Research and Innovation Stream will support pre-market innovation, including research, development, demonstration and commercialization activities, to develop transformative clean technologies and enable the expansion of current technologies, in 3 priority areas: green energy and energy efficiency, precision agriculture, bioeconomy. Eligible activities under the Research and Innovation Stream are of the following nature and type: applied research and development of clean technologies, piloting and evaluating clean technologies, demonstration and knowledge and technology transfer activities, commercializing and scaling up clean technologies; other activities that support the Research and Innovation Stream as determined by the program. Rural Transit Solutions Fund - 2nd Phase

The government announced the launch of the second capital intake of the Rural Transit Solutions Fund (RTSF). RTSF supports the development and expansion of locally driven transit solutions to benefit people living in rural, remote, Indigenous, and Northern communities, helping individuals in communities do their day-to-day activities like going to work, school, appointments, and visiting loved ones. Eligible applicants can apply for a contribution of up to $3 million for conventional solutions (e.g., vehicle or software) or up to $5 million for zero-emissions transit solutions. Applications to the Rural Transit Solutions Fund’s capital stream will be accepted via the online portal. Infrastructure Canada will provide notification on its website in advance of the closure of the application intake. Applicants are encouraged to review the information in the applicant guide and follow the Step-by-Step Guide to completing the application. Support for Regional Quantum Innovation

Canada Economic Development's support for regional quantum innovation (RQI) aims to help small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs) adopt, develop and commercialize quantum technologies and products based on these technologies. It makes it possible to position SMEs and NPOs, in addition to the Quebec organizations that support them, in this emerging sector and strengthen Canada’s global leadership in the quantum sector. Business scale-up and productivity

Deadline: Applications are reviewed on a continual basis

This funding, which aims to foster innovation and business growth, can be awarded at any stage of a business’s development. Projects submitted by SMEs or NPOs are funded for fostering expansion, productivity and growth through innovation. This funding is provided under the REGI program. Main sectors that are eligible are manufacturing, food processing, information, communications and multimedia technologies and life sciences. Other sectors may also be eligible. Diversify your economy

Deadline: Applications are reviewed on a continual basis

This funding aims to promote the regions and foster the development of local economies. Specifically, it is intended to help boost spending by tourists from outside Quebec; increase the presence of international organizations; strengthen economic activity in the regions by supporting local business projects; and generate investments and economic spin-offs through the acquisition of community economic facilities. Regional Innovation Ecosystems

Deadline: Applications are reviewed on a continual basis

This stream targets NPO projects that help create an innovation-friendly entrepreneurial environment that fosters the growth and productivity of businesses in a given region. The funding is provided under the REGI program. To be eligible, projects must meet one of the following objectives: foster closer ties among the players in the various ecosystems; foster the creation, growth and maintenance of regional clusters or attract foreign investment. Main sectors that are eligible: manufacturing, food processing, information and communications technologies and life sciences. Other sectors may also be eligible. Economic Development Initiative – Official Languages

The aim of this funding is to foster the economic development of official language minority communities (OLMCs). The funding may serve to kickstart innovative or entrepreneurial projects, solidify partnerships or diversify economic activities in these communities. Canada Small Business Financing Program

Deadline: Applications are reviewed on a continual basis

Changes have been made to the Canada Small Business Financing Program  that cut red tape for small business and increase their access to financing. The changes include expanding financing eligibility to cover intangible assets, such as new product trademarks or software upgrades; increasing maximum loan amounts to 1,15 million dollars; extending government coverage periods for equipment and leasehold improvements; and introducing a line of credit option of up to $150,000.

 

Affordable Housing Innovation Fund

The Affordable Housing Innovation Fund  supports new ideas that will drive change and disrupt the industry – ideas and approaches that will evolve the affordable housing sector and create the next generation of housing in Canada. You can get funding for your innovations to:

Preservation Funding for community housing

Deadline : Applications are reviewed on a continual basis

The Preservation Funding for community housing  is a financial assistance to help community housing providers complete preservation activities related to the sustainability of existing community housing projects. The maximum Preservation Funding available per project to complete eligible activities is $50,000.

 

Shelter Enhancement Program (SEP)

Deadline: Applications are reviewed on a continual basis

The Shelter Enhancement Program (SEP)  is funding to build and repair shelters and housing for people who are fleeing domestic violence. This program is open to all First Nations or First Nation housing organizations that operate housing for people fleeing domestic violence. Indigenous Shelter and Transitional Housing Initiative

Deadline: Applications are reviewed on a continual basis until March 2024

The Indigenous Shelter and Transitional Housing Initiative supports the construction of a minimum of 38 shelters and 50 transitional homes across Canada. Indigenous organizations and governments across Canada are eligible to apply.


The Net-Zero Challenge for Businesses
The government announced the launch of the Net-Zero Challenge, a new national voluntary initiative for businesses operating in Canada. Businesses that join the Challenge commit to developing and implementing credible and effective plans to transition their facilities and operations to net-zero emissions by 2050. Companies will benefit from technical guidance, best practices, a community of peer businesses and the opportunity to highlight their commitment to achieving net-zero emissions. The Net-Zero Challenge also includes various participation tiers to encourage ambition and track progress in net-zero planning.

 

The Canada Digital Adoption Program

Determined to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies, the Government of Canada has launched the Canada Digital Adoption Program (CDAP). CDAP comprises two separate funding components:


National Housing Co-Investment Fund: Black-led Organizations

Earlier this year, the Government of Canada announced that up to $50 million would be dedicated to building housing for Black communities.  Through the National Housing Co-Investment Fund: Black-led Organizations, up to 40% targeted funding for new affordable housing for Black households will be available. This program is designed to help Black-led organizations build housing and increase the supply of affordable housing for Black communities in Canada. The Fund prioritizes partnerships between Black-led organizations and other partners such as governments, non-profit organizations and other similar groups.

 

Coming up : Canada Summer Jobs (CSJ)

Opening date: November 2023

If you know of an organization that is planning to hire youth between the ages of 15 and 30 next summer, you can encourage them to apply for funding under CSJ. The CSJ program provides wage subsidies to not-for-profit organizations, public sector employers and small businesses with 50 or fewer employees. Organizations will be able to apply for funding starting in November, and the funding application period will close in January (the exact dates will be announced later on).

Public consultations for the second legislative review of the Tobacco and vaping products Act (TVPA)
Deadline : Friday, November 3, 2023

The Tobacco Control Products Act (TCPA) is the federal legislation designed to protect Canadians from tobacco-related death and disease. It regulates the manufacture, sale, labeling and promotion of tobacco and vaping products. The Act requires that its provisions and operation be reviewed every two years, and that a report on the review be tabled in Parliament. The first review of the Act, completed in December 2022, focused on the vaping provisions of the TPCA. The results of the first review can be found in the Report on the First Legislative Review of the Tobacco and Vapour Products Act, available at https://bit.ly/3ZjypwR. The second review will complement the first and will focus on the tobacco provisions and the operation of the TVPA. Specifically, it will assess whether progress has been made towards achieving the tobacco-related objectives of the TPCA, and whether the federal legislative response is sufficient to combat tobacco use in Canada. The consultation process will last eight weeks, from September 7, 2023, to November 3, 2023. The discussion paper, which sets out the objectives of the Act and includes questions for consideration, is available at: https://bit.ly/3r6AD6r.  We invite you to participate in the consultation process. Consultation on Copyright in the Age of Generative Artificial Intelligence
Deadline: Monday, December 4, 2023

In light of new technological advances, and particularly the rapid development of new generative artificial intelligence (AI) tools such as ChatGPT, the Government of Canada has launched a public consultation to gather the views of the public and stakeholders on important issues. These issues were first addressed in 2021, during the Consultation on a Modern Copyright Framework for Artificial Intelligence and the Internet of Things. Complete our online consultation form and submit your feedback no later than December 4, 2023.

 

Next Agricultural Policy Framework

Deadline: Sunday, December 31, 2023

The Next Policy Framework (NPF) is a five-year (2023–2028) investment by federal, provincial and territorial (FPT) governments to strengthen and grow Canada's agriculture and agri-food sector. It will replace the Canadian Agricultural Partnership (CAP), which ends March 31, 2023. The government wants to consult Canadians, including stakeholders such as producers, processors, Indigenous communities, women in agriculture, youth, environmental organizations, and small and emerging sectors to develop the Framework. Initial consultations on the NPF will seek stakeholder feedback on both current and potential challenges and opportunities facing the sector and on prospective priorities and vision for the NPF.

 

Market Basket Measure of poverty (2023-base) consultative engagement

Deadline: Monday, March 31, 2023

Statistics Canada invites you to complete a short crowdsourcing survey to help validate how we measure poverty in Canada: Survey on the Market Basket Measure of Poverty. By selecting your province or territory, city, family size and housing tenure information, you can find out how much a family would need to spend in order to live above the poverty line in your community. The consultative engagement phase of the third comprehensive review of the MBM began with the publication of Launch of the Third Comprehensive Review of the Market Basket Measure. These consultative engagement activities will help inform decisions made to refine and update Canada's official poverty measure. By participating in this consultation, you will support Statistics Canada's ability to accurately measure poverty.

 

Co-developing distinctions-based Indigenous health legislation
The Government of Canada, in collaboration with Indigenous partners and the provinces and territories, is developing new distinctions-based Indigenous health legislation to facilitate access to high quality, culturally appropriate health services. House of Commons Page Program, 2024–2025 recruitment campaign
